I have a potential deterent for kill stealing and loot stealing. Allow players who've grouped with you recently or battled with you recently be able to give you a rep score. (-1, 0, +1) Poor, Neutral, Good
The overall score is accumulated for the month of time prior to now and reports to players any comments players have left regarding the player. Allow players to score a player once a day so they can't spam their score up.
So if I see a rogue and I think he's shady I could say Hi! and Con them and see overall positive feedback and great comments on players dps. Good player, invited.
If I see a cleric and I think, man I really need heals! I could say Hi! and Con them to see overall neutral and poor feedback saying that the player stole loot and left on X date (within the past month data). Bad player, but I need heals so I'll deal with it, invite and now we know what we've invited in.

Waste of VR resources and any type of social rating system will be abused. It's abused in social media, it's abused in dystopian novels, it's abused in movies, and it's actually in abuse currently in China with their "Citizen Rank System."
There's already a built-in deterrent in human social interaction and market self-regulation. Players who act prickish or grief others will develop bad reputations. I've witnessed it from an outside perspective and been involved with it when i was far younger and annoying back in the Everquest days. In a game dedicated to voluntary cooperation, players must voluntarily associate with other players. If you spend your game-time damaging your reputation and becoming infamous on your individual server players will voluntary avoid you by not cooperating or associating with you.
This has been suggested many times on the forums. It has also been stated many times that this type of system is BAD as it would just allow people to grief and troll people. Giving poor scores for no other reason than to be a dick or when someone wins a roll on an item (assuming such a system) and someone else gets mad so shares fake negative feedback.
I understand the idea behind this, but without some way to verify the data it would be completely useless and untrustworthy.

I agree with Hoseno: In The everquest days, we learned to just avoid the player, We would even go so far as to writing down the player's names on a black list. Please do not waste your valuable time and resources. We as a community can get along as adults and those who can't will eventually have no one else they can group with.
This is an idea that sounds good on paper but would not work so well in practice. For example let's say two guilds are feuding and they decide to rate each other negatively based upon the feud. How are players going to figure out that 90% of the rogue's negative rating comes from a rival guild who rates him negatively whenever they are in a group with him? Those are the kind of situations where the system will become the opposite of what it was meant to be. Unlike credit scores the players who rate you are not obligated by law to treat you fairly so there is no incentive for players to rate fairly. I vastly prefer a strong GM presence and just give the tools to the GMs. The community will handle the nuisance players and the GMs will handle the serious offenders.
