It really depends on the situation.
Raids:
Pickup raid without friends who can use? Sell to get other items i want / need.
Pickup raid with friends who can use? Pass down to friend, it will benefit me later.
Guild / alliance raid? Pass down, it will benefit me later.
Group content:
Ask if anyone in the group can and WILL use, pass it down. (and keep track of the person getting it)
Otherwise, sell and get items i can use.
